Security Dispersment Prize Notification Division Review

Received a letter in the mail that claim that I won $3,062,814.00 and both papers they sent appeared to be photocopied and had a place where its supposed to be perforated but it is not and will not easily tear. Asked me to send $20 for processing fees so that i would get my winnings. I called a number they had and a James Clorke or Clork answered and told me that the letter was legitimate, however he was not speaking English clearly so I think he is an foreigner.
